Yes, this is a hidden setting for switching the screen between modes with a frame frequency of 60 Hz and 120 Hz.

The Galaxy Note9 itself, of course, does not have any support for 120 Hz, but the presence of such an item is a direct indication that soon some Samsung smartphones will be equipped with 120 Hz screens. Perhaps the flagships of the Galaxy S11 will be the first, but it is possible that some smartphone below the class will get a similar display earlier because Samsung now often gives the Galaxy A line of models with new technologies.
